BIPPA Holds 10th AGM, Highlights Achievements and Sets Priorities for 2026
The Bangladesh Independent Power Producers Association (BIPPA) successfully held its 10th Annual General Meeting (AGM) on 11 December 2025 at the BIPPA Secretariat in Dhaka. The meeting reviewed a year of significant achievements while outlining strategic priorities for 2026. Since its establishment in 2014, BIPPA has been working to protect, promote, and safeguard the interests of Independent Power Producers (IPPs) in Bangladesh.
Among its major accomplishments in recent years, including 2025, BIPPA secured permanent exemptions on Advance Income Tax (AIT) and Value Added Tax (VAT) for imported power plant equipment. The Association also achieved relief from multi-tier taxation on dividend income for IPPs. Additionally, BIPPA played a key role in facilitating the settlement of long-overdue payments to its members through the issuance of Special Treasury Bonds.
Throughout the year, BIPPA actively engaged with key government stakeholders, including the Ministry of Commerce, Bangladesh Bank, the Ministry of Power, Energy and Mineral Resources (MPEMR), and the Bangladesh Power Development Board (BPDB). These engagements focused on resolving critical issues such as outstanding receivables and complexities related to liquidated damages (LD) and outage calculations. BIPPA also held discussions with the IMF Mission on energy sector policy matters and maintained constructive engagement with the media.
Looking ahead, BIPPA plans to bring all remaining IPPs under its membership, establish a Research and Development Cell, and create a dedicated fund for public relations and advocacy initiatives. Under the leadership of its President, Mr. David Hasanat, the Association reaffirmed its commitment to effective representation and sustainable growth of Bangladesh’s private power sector.

David Hasanat has been elected as the President of BIPPA for the year 2025 & 2026.
Mr. Hasanat is the Chairman of VIYELLATEX Group. Mr. Hasanat started business in 90’s after finished post graduation in Business Management and diverse to IPP business in 2012. Mr. Hasanat CIP, accolades many national and international awards. He is also advisory board member of UN green Industry Platform.
